From manager at sainthelenabank.com Thu Feb 1 09:42:12 2007 From: manager at sainthelenabank.com (Manager, Bank of St. Helena) Date: Thu Feb 1 09:46:05 2007 Subject: [STHELENA] The List, trade laws and internet access In-Reply-To: <5.1.1.6.0.20070131182018.048d02a8@194.52.167.3> References: <5.1.1.6.0.20070131182018.048d02a8@194.52.167.3> Message-ID: <003701c745dc$e1d801e0$2d0b000a@shgbank45> To answer 2 and 3: 2: As far as I know they are all approved. That's why the process seems so odd. It is my understanding that the licenses were intended to be a tax-raising measure but that the cost of issuing them is such that they only just cover their costs. Assuming you are not a Saint you would not need a licence for a business here - but you would need a work permit, which is a higher hurdle to jump. Anyone interested in starting a business here (Saint or non-Saint) might do well to contact SHDA (use julief@shda.co.sh rather than the enquiries address) for advice and guidance on the applicable rules. 3: Telecoms and the internet here are seriously expensive. The equivalent of UK Broadband costs c?400/month (yes, per month). Dial up (theoretically 56kbps but most people consider themselves lucky to get a 32kbps connection) costs 10p/minute in the day, and only drops to 2p/minute after 10pm (plus the ?5/month 'access fee'). Web space is also costly (it's cheaper to buy a .com from an off-island supplier). This is a serious inhibitor to the creation of internet-based businesses here. I second all the comments about being more than willing to contribute a suitable number of Dollars (or, in my case which may help you, Swedish Krona) to help with it's upkeep, if its a cost issue, or support a move to a free mailing site, such as Yahoo Groups. I Know that this is only my second post, but in mitigation i'm currently working 18-20hr days, 7 days a week - and this will continue for a couple more months - so don't exactly have reams of free time to use. [on a side note, i haven't forgotten that i need to reply to several people off line. Please accept my apologies for the delay, and rest assured that i have certainly not forgotten about them, rather circumstances are working against me just now]. I'm also unable to contribute to many of the discussions on here, although follow them with interest. However, as i am in the process of planning my first trip to the Island, i expect to be chucking more and more questions/comments etc on to the list in the coming months. 2) Out of curiosity, how many/what percentage (very roughly) of Trade licence applications get turned down, and what sort of reasons are generally given for it? I'm curious because it might turn out that i can transfer some of my work to the island and work there for a period, maybe employing a couple of people, rather than come and stay on the island for a bit essentially being unemployed, or doing voluntary work [I didn't consider this beforehand, but my boss really doesn't want to loose me, and is now getting very worried and wants to look into the option]. This is early days floating ideas and it's not been researched at all, but it won't be worth attempting if its likely to be cut down because of a lack of a licence. 3) Somebody made a comment about the lack of St. Helenian based people on the list, and that was partly due to the poor accessibility of internet on the Island. John Turner is obviously a frequent contributor here and so his access at least must be reasonable, but i'm curious as to what the state/cost/issues with internet on the island are? I'm obviously not expecting it to be a hi tech broadband wi-fi super zone, but in order to be able to consider moving to the Island with my work, i would need at least reasonably efficient and reliable access to make it feasible [and also not to be prohibitively expensive]. Any comments on 2) and/or 3) would be greatly appreciated. Thanks all. Firstly, Cable & Wireless took over a much run-down infrastructure (the previous service had been provided by the government) so must have had to invest heavily. Secondly, with such a small consumer base and a large number of relatively high-cost items of equipment needed (e.g. an Earth Station - which sends our voice and data traffic by satellite), the cost per consumer is always going to be higher than elsewhere. Before we all start bashing C&W, let's consider whether anyone else could run it any cheaper. I'm not convinced they could; at least not enough cheaper as to reduce ?400/month to typical UK rates (?10/month). If anyone thinks they can achieve that I'm sure DfID/SHG would be pleased to hear from them! Maybe there are other possibilities. Maybe DfID/SHG could decide to provide some sort of financial support for smaller/start-up Internet-based businesses, allowing them to afford the prices that are charged. Then, if more businesses spring up, there will be more traffic and so those fixed costs will be more widely spread. Eventually we might get to the point where the costs dropped enough for the support to be phased out. The problem has been recognised. It just needs a creative solution. It covers the history of St. Helena from the very beginning, until after the recover Napoleon's body from the Island. However, it doesn't read like a "dry" history book and I would have to rate it as one of my very favorite "reads." I have read it many times and every time I pick up something new from it. I read it again every year or so. Julia makes the journey to St. Helena while writing her book, and she covers her experiences along the way and also the time and experiences after she got to St. Helena. One thing that I learned that I didn't know before, was that the only part of Longwood House that is original, and is still in existence, is the front steps. There are many items such as that above including a considerable amount of information that has to do with Napoleon's stay at "The Briars," and his enjoyment and fun with Betsy Balcombe. Napoleon's romping with Betsy so much has caused some people to say that he probably had an affair with her, but that is nothing but conjecture. Julia knew very little about Napoleon before she launched herself on this writing project, and she projects a lot of this in her writing as she finds things out. In closing, let me say that what I find about Napoleon's stay on St. Helena that is so interesting is that at St. Helena things are slowed down. And by it doing so, you are able to get to know Napoleon, and his personality. In most history books about Napoleon, Napoleon, himself, is hidden from view by the events taking place; not so, when he gets to St. Helena. I have read a great deal about Napoleon, but I have to say that my interest started with my discovery of his time spent at St. Helena. Julia's book, along with "The Murder of Napoleon" by Ben Weider and David Hapgood, were a great find for me. While I am somewhat skeptical about Mr. Weider's and Mr. Hapgood's findings and beliefs, I do find a great deal of good history in the book, and much about the last days of Napoleon. Also, if you want to read a history on Napoleon, you need to find an author who is favorable to Napoleon. Only then will you be able to understand why and how millions of Frenchmen flocked to his support and followed him time after time into battle. The British hated him, and it has been my experience that any history written by an author that is "on their side" will leave you completely in the dark about, how and why. Just let me say, that a lot of what Napoleon did, was because of what Great Britain did first. Hope all is well Chuk

I understand that it was just about her main hobby. I don't think there is a huge difference in the population on St. Helena, from Napoleon's day. However, I am sure there are others that could be more exacting about it. Julia Blackburn's book touches on this issue, I think. Life on St. Helena has never been attractive to most. As I understand it, people are leaving the island much faster than there are people coming there or being born there. Again, others would have a better view on that than I have. Napoleon ended up losing, and the victors are who usually write the history about someone. In my study of Napoleon I found a guy that could take the measure of the rest of the world's armies and then go out and kick some fanny. Because he won, the losers hated him. Also, France represented a dire threat to the monarchy's of Europe as all of them were intermarried, and were afraid of the French Revolution spreading to their countries. The USA gaining its independence was one thing, France becoming something other than a monarchy was quite another. You almost have to wonder what things would have been like if Napoleon had been left alone. Popular view says that Napoleon wanted to conquer the world. I do not believe that is at all true. Simply put, in my opinion, he was forced to react to the coalitions that were always being formed against him, and then he would go out and kick their fanny's again. That he took over nations at times can be placed in the arena of covering his tush. Don't allow that nation to hurt you again. He was finally wore down and removed from the front page of history, but there is a lot to learn from his era. Hope your daughter enjoys her venture into Napoleon and Josephine. I found it quite interesting. Chuk

I don't like Napoleon, as I don't like the other big conquerors of the history; nevertheless he was a great figure in our recent history, and often I think what a big pitty is that he did not make big good things instead to make big conquest war: now we could mention him with much more respect. In fact if you consider also the other island were he lived (Elba), you can read of the great deal of good things he did in the short time he lived there, only nine months. Had the pleasure of going to St Helena (as well as Tristan da Cunha) in 2001. Also, a few months ago I purchased the St Helena videos from Capricorn Studios on St Helena (as while I was visiting I only had a still camera, not a video camera, and thought it'd be interesting to get some videos of the island). I purchased St Helena Timeless Discovery, Historic Jamestown, and Voyage on the RMS. THey're pretty good, although note Historic Jamestown focuses on environmental issues, and has a lot of the same footage as Timeless Discovery.. though I'd definitely recommend Timeless Discovery and RMS. We worked out something where I could send payment in US$ and they sent the DVDs to the US. http://www.capricorn-studios.com/ Anyway, I hope the list stays active... Busy at the moment but it can go dead, until someone comes up with a topic to wake us all up again ! I was looking through my photos of ST. H. last week, and felt very full of emotion - I would just love to go back- even called up the sailing schedules for the RMS. on the web - she leaves Portland at the end of March - just down the road from here - but I won't be boarding her as reading on, I noticed that the fares, both for the RMS. and RAF. flight from Ascension have risen. So I will just have to console myself with my photo album, and come all over emotional again. But I will never forget those days on the island, the lovely people that I met, the endemic plant tour with George Benjamin - I had him all to myself - the charabanc ride with Colin --- and I could go on, but I won't as I am coming' all over' again. Incidentally I was on voyage 91- there is someone else that contributes to this site, that says he was on that voyage also - is it Reino? but I can't place him at all. I was at the table with Robert, the radio engineer who was travelling to St. H. to put them on world wide radio short wave again - and a great success it was too. ----- Original Message ----- From: "Dawn Waters" To: Sent: Thursday, February 22, 2007 6:28 PM Subject: Re: [STHELENA] Re: Need to have some activity for February > Dear All > > I only registered on this site a few days ago so please bear with me if I'm > repeating an issue already discussed by you! I travelled the old RMS in January 1988 from Tenerife via Ascension to St. Helena. Stayed a week and continued on to Tristan and through to Cape Town. I'm a printmaking artist, specializing in color etching, and made a whole series of etchings on the South Atlantic Islands that continue to travel the South Atlantic as they are on display aboard the New RMS. I visited these islands as part of a 15 year long project, "L'Afrique P?riph?rique" to travel to and make etchings of, all the islands around Africa, and I still very much cherish my memories of St. Helena, Tristan and Ascension. If you like you can visit my website at www.weijburg.nl , find the SAO island of your choise in the scroll-down list and see all the etchings. Would love to do that again, minus one huge weather system that came around Cape Horn and hit us between the eyes! Loved St. Helena and the people, not to mention the camaraderie and cold beer at Ann's Place. Managed to get a Library card, which is something I try to do whenever possible while traveling. Went to the island in March/April 1997 in search of my husband's Barker ancestors. Richard William Barker (married to Ann Seale) was presented by the farmers of St Helena with a silver trophy (huge ornate cup actually) the inscription : "To Mr. Richard William Barker - this cup is presented by the farmers of St Helena as a mark of their respect for his liberal an disinterested (sic) behaviour towards them whilst holding the contract for the supply of articals (sic) of farm product(sic) to the establishment of Napoleon Bonaparte and the troops during the government of Sir Hudson Lowe" Whilst hubby explored the island and searched for the ancestral graves, I went digging in the, then generally un-indexed, archives for any information I could find. We both fell instantly in love with the Island and hope to return one day soon. Our dream is to spend 3 months or longer on the Island to do some voluntary work in the St. Helenian Archives. Since our visit I have slowly but surely managed to unravel some of the genealogy of the St. Helenian and subsequent South African Barkers. Also as a result of my genealogy quest and continous enquiries to Alexander Schulenburg he started the St Helena Family History website which is now quite active and extremely helpful and growing by the day with genealogical info on most of the Saint families. I was also fortunate to meet and host John Ekwall (moderator if this list) for almost a week before he sailed from Cape Town to the Island some years ago. At the moment most of my time is spent researching the history of Hondeklip Bay a tiny coastal village in Namaqualand (the flowering desert) Northern Cape Province, South Africa. Ironically, a lot of Saints worked and lived in and around Namaqualand in the past and some of the villagers here still have distinct, what I call for want of another term, Saint features. Unfortunately we found no Barkers or direct accendants still living on the Island but we have fond memories of our travelling companions and long leisurely lunches and dinners at Dot's Place in loft of the old market. In particular, the word "disinterested" is exactly correct - look it up. In those days at least, people would have scorned to make any ignorant errors in such an important matter as the dedication of a cup. When you look at how St Helena Government is manned, with expats on three year contracts (or less in many cases) you come to the conclusion that most of these people are not really interested in the Saints or their future, but merely killing time on a pleasant island and earning a relatively fat salary, most of which can be saved thanks to the generous perks. Since the island is a rather obscure outpost of the remnants of the Empire, there is a tendency for the short term contract people not to be the sharpest knives in the drawer (although I hasten to say that I have met some very pleasant, intelligent and dedicated people as well). The elected representatives tend to reflect the usual spectrum of people in politics from the self serving and the incompetent to those who genuinely are trying to advance the case for the Saints against the dead hand of bureaucracy. I think it is also important to bear in mind the 500 year history of exploitation and the appalling treatment that the residents of the island have had in the past from their various "masters". This has bred an enormous lack of trust, quite justified in my opinion, of any 'foreigners' and their ideas - especially those that are pushed with an urgency that is not a feature of life on the island. I know from personal experience how frustrating it can be to get things moving but anyone wanting to do business on the island has to understand that as an issue and not to try and force the pace. Larry mentioned in his post that he had bought the DVDs that are produced by Capricorn. We were fortunate enough to share a dining table with Sharon and Darrin Henry the proprietors of Capricorn on our last visit - and are looking forward to meeting up with them again in May on our next visit. As far as I am concerned, they are the epitome of what the island needs - a young, enthusiastic couple, brim full of ideas for bettering themselves and the island, who have learned many lessons while working overseas and who are returning to apply these lessons. And I don't think they will be the only Saints to do this. It seems clear to me that many of the people working off island will be seeing opportunities as the time for the airport gets closer and will be returning to put these concepts into reality. Here's a thought - how about each member on this List ordering copies of the DVDs from Capricorn http://www.capricorn-studios.com/ and passing them around to friends. The effects of this small and low cost action would be (apart from the pleasure of seeing the DVDs) to boost the income of Darrin and Sharon and thus inject a couple of drops of oil into the rusted St Helena economy but also to broaden the number of people who know about the island, who might visit the island - and thus provide more than a few drops of oil - and who might then tell THEIR friends. The snowball effect could begin with YOU! I am sure John Turner will be able to tell you how payment can be made. I am born and bred UK but am the daughter of a Saint who has been lived in the UK for over 45 years. I have never been to the Island but over the last few years have had a growing fascination with it. What I have encountered is a frustration in my efforts to find out any information from my Saint relatives. I guess it is a cultural issue - in so many other parts of the world UK included (I have travelled extensively) things take place at a break-neck speed. Not so with Saints! So, I have to attempt to 'switch off' my UK style and try and 'switch into' Saint style before I start my regular info search. No easy thing. I am genuinely overwhelmed by the interest in the Island from all you non Saints and am so pleased that I registered on this site. I will definitely be purchasing the Capricorn dvd and passing round to everyone I know. Perhaps we could report back on responses? One of the aspects of their business that was of concern to Sharon and Darrin was the fact that for the first time in their lives they were going to be EMPLOYERS, not EMPLOYEES and they were anxious to 'do the right thing' by the single employee they intended to engage. This because in many cases on the island employees are treated very shabbily indeed with very little legal protection. They duly and successfully found their staff member and, when I last heard from them, were considering another. If they have done that they will have succeeded in creating employment for four people. Now that doesn't sound much of a deal, but you have to consider that the entire population on island is about 3,000 souls. If we compare that to the position in Melbourne, where I live, with a population of 3 million, it would be the equivalent of creating work for 4,000 people and that would be regarded as a pretty successful business. You may have seen reports in the St Helena papers some months ago about the CD they produced for a local singer. I can't recall just how many copies were sold - I think it was 250 in all. That sounds like nothing, but it would certainly be the equivalent of a gold record release in most of the countries we live in. I am born and bred UK but am the daughter of a Saint who has been lived in the UK for over 45 years. This is a new website and I'm not yet used to working with it. The problem is that the items you find through the scroll-down list are all linked through an interactive database while the pages you get to while clicking on for instance "L'Afrique P?riph?rique" are not. I have updated the database (with new sold-outs but also new "availables"as for instance, I get work back out of stock from galleries that stop their businisses) but not the fixed pages. So, if you look at the etchings using the scroll-down list you'll see their actual availability. Sorry for the confusion, will get this in order as soon as I can!
